unless he knows what Raiden is capable of, no. Also, pretty sure Raiden increases his movement speed the same way, so he'd get to him fast. Finally, even if Midoriya did use a tornado, what stops Raiden from dodging with speed equalization? and what stops him from dodging at 10x speed?

You can't dodge a multi kilometer tornado...unless he has done so before. And resist the pull of the tornado all together.

Fair enough. That means izuku just needs 5 smashes which is unlikely but still could happen. But more often Raiden takes this than not.
