Stalling/Pushing Back vs Harming

I've noticed that some characters have ranking for being able to slightly damage or hold off stronger characters. This seems odd to me, as characters like Hit are not upgraded for being able to somewhat take blows from Jiren, since the latter is obviously superior.

This question spreads to two characters, the World Guardia and Vorago. WG is able to push back and fight with Vorago, but is obvious inferior and needs the Maul of Omens to truly beat him. Some profiles would lead me to believe that pushing back or surviving against a stronger opponent are sufficient for scaling, while others do not.

Do we have a definitive answer on this or is it merely case-by-case?
 
If they hurt the characters a little bit, then we usually rank them in the same tier, but with a "likely" or "possibly" in front of it. Like if you barely hurt a 5-A, then you're "Likely 5-A". This assumes the fight isn't total PIS or an outlier of course.

If the character is baseline or on the lower edges of the tier, then we usually put the person who barely hurt them on the higher edges of the lower tier. For example, Amethyst is partilyIsland level+ for somewhat holding her own with Jasper but was clearly far weaker.
