Ok so off rip, I see that Sherlock has SHPC while Joe has PHPC. Looking through the profiles, Sherlock just has an overall advantage in every stat. For example, Holmes Striking Strength is Street Level+ while average joe is only Street Level. Sherlock also has much more powers and more Martial Arts and Stealth Mastery feats than average Joe. Overall, big homie Sherlock takes the cake with this one, low diff.
