I’d give it to Stain.I'd give it to Homelander. Flight+Laser spam+unbreakable skin(for the most part) hard counters anything Stain could do.
I want to clarify one thing is that Maeve's weapon are prop sword which are noted on her profile.Here's my input...
Stain's AP is at least 5.13 tons of TNT, as he is stronger than 5% Deku, and fought toe-to-toe with him while holding back.
Homer's AP is at least 14 tons of TNT, as he is far stronger than Crimson Countess, who can melt tanks, Homelander was also able to one-shot Queen Maeve, who is also far above countess.
This gives us an AP gap of 2.7x but looking at the scaling I mentioned earlier, it's safe to say Gnomelander definitely one-punches.
Stain is way more skilled though, as he could easily take down pro heroes, and was able to fight Deku, Shoto, and Iida at the same time, three of whom are some of the top-ranking students of U.A. Academy, which is considered to be one of the best hero schools in the world. Despite being the verse's god tier (Ignoring Black Noir, who one-shotted him), Homelander is not a skilled fighter in any way, as I mentioned in a previous thread, he's just a homicidal asshole who flexes his fame and power on everyone. (I think that description sums him up the best IMO)
While Stain is capable of ignoring an opponent's durability with his quirk, he obviously has to draw blood from them and lick at least a drop of it in order to work, which I don't think is ever gonna happen, because Homelander's durability is far above Stain's AP, not to mention he was unfazed by a sword strike to the head from Queen Maeve, a fellow 14-tonner who downscales from him. If Queen Maeve couldn't cut him, how is Stain gonna do any better?
By rules of SBA, Stain and Homer are fighting in Central Park, and start 4 km away from each other. While Stain has some impressive stealth mastery and acrobatics, what's gonna stop Homer from burning the park down to the ground with his heat vision? The latter of which he'll have no problem abusing.
But long story short, this match is a stomp in favor of Homelander, but on the bright side (I guess) this will probably be one of the only battles on this site where Homelander wins without difficulty.

Maybe, but the best it can do is make Homelander freeze up for a few seconds, unfortunately, Stain's fear manipulation isn't anything fancy like Tomura's which can cause vivid illusions of death and once made dozens of people kill themselves. Or Yujiro Hanma's which can stimulate fear on a cellular level and prevents opponents from attacking him because their bodies instinctively avoid him. Stain's fear manipulation is basically just run-of-the-mill intimidation, and it wouldn't be very useful on an opponent he can't harm.Wouldn’t his fear inducement work on Homelander?
