I'm giving this to the Emperor, due to his own time altering abilities that can easily come into play here. No matter how quick Wally West is, Big E can simply decelerate his speed/modify it to the point he can screw him over in more ways than one. Honestly, only "Speedy Gonzales" is Bloodlusted? What of Big E? He'd go straight for the kill, without playing around.
