Speed Stomp and how it works.

I'd like to ask what is defined as a "Speed Stomp", and how it affects fights.

Speed Stomps should (understandably) removed and closed. However, should we assume Speed is Equalized in threads? When is it not a Speed Stomp, yet Speed is a huge factor in a lot of fights.

Speed stomps should be a thing when they're different speed tiers. Like MHS vs Rel.
