^It’s apparently treated as a Relativistic+ feat, yes, but what’s the precise value?

its just extremely close to sol, im pretty sure theres no exact value that can be measured

You can't get a set value for this, since you'll need the mass of the black hole and the character's distance from the event horizon. Once you have that, you can calculate the escape velocity

If you can fly (or as in this case swim) you don't need to be fast at all to escape a black hole while outside its event horizon.
As long as you propel yourself away with more force than it attracts you, you will escape, even if you go slow.

It's basically the same as how you don't need escape velocity to fly away from a planet. Escape velocity only applies if you throw something away from a planet or jump off a planet etc.
