Speed Equalised

A few questions about what speed equalised actually does. Does it:

1. Only affect movement, combat, and reaction speed?

2. Affect attack speed (i.e. having a gun that fires lightspeed bullets)?

3. Affect speed gained by stat boosting?

4. Affect speed gained by time manipulation / negate opponents being slowed with time manipulation?
