Dragon Raises his shields, Noah ain't getting past them, and he fries him on a cellular level. GG. Results may vary depending on just how fast Noah goes. If he can manage to go fast enough to get around the shields, than he'll win.

Let me give you the scope of how fast Noah will be compared to Dragon.
Noah equalizes speed to him, right? Then he slows it down by 50%. Noah's speed is SoL.
50% of SoL is Relativistic. Relativistic. That's basically a blitz, and that's an average match if Noah's serious and wants to wrap things up fast. I'm pretty sure he can attack fast enough to take down the shields.
The speed lowering also counts to ability and projectile speed, meaning all of Dragon's attacks will be moving at Relativistic speeds while Noah's basically running circles around them at light speed.
