Frieza takes this easily.
Some of the feats described on Rook's page are seemingly applying to his higher forms (It says Rook tanked the attacks in his golden form, and for some reason it's marked High 3-A), and since we are using the higher 3-A on Frieza (Golden Form), and his feat directly compares him to that, AND Golden Form is around SSB levels of multipliers, Frieza has an insane AP advantage, and thus durability (considering Dragon Ball has almost always placed the two equivalent).
On a side note, Frieza is going to be at least thousands of times stronger right at the start.
