Eternity is either 2-A or High 1-B depending on feats and portrayals in Marvel. In this comic he was explicitly portrayed as 2-A.

There was this event that happened in Pre-Gen that had dozens/hundreds of sets of Chaos Emeralds empower the ones that Super Sonic uses, but I can't find the scans. It makes Super Sonic an unknown/unquantifiable level above baseline 2-A, which Ultra Sonic is superior to.
Despite this, I'm pretty sure Thanos takes this for most Gargoyle's reasons.
