Reality A is just a fiction compared to reality B. But characters from reality A can perceive (Break the 4th wall, and it will blow up R/F, for sure) or pull residents of reality B down to reality A. So is reality A implied to be as real as reality B? And if a character can create/break/reset reality A, can they achieve Low 2-C feat or any other feat?

Not really, no. It can be quantitative superiority, i.e +1 dimension and characters from reality A can reach characters from reality B with quantitative additions.
And if a character can create/break/reset reality A, can they achieve Low 2-C feat or any other feat?
Yeah if they can create or break and if reality A is a space-time continuum yeah Low 2-C. For reset, uh yeah it should be Low 2-C but I think it'll be something with Time Manipulation.

So if the main story takes place in reality A then reality B can get Low 1-C through quantitative superior?

This is clear Reality Equalisation; neither extra-dimensions nor R>F will be considered in this case. It depends on the size of Reality A since fictional worlds can be depicted as far smaller volume-wise than base reality; take MiSide for example: Mita originates from a game and that game world is deemed existentially equivalent to the real world, but the size of it is explicitly depicted to be far smaller than the real world.

This is in the case where the base reality is reality B. If the base reality is reality A then it will be a case where R>F has failed.

Because most of the story takes place in reality A, except for the final chapter when the MC returns to reality B. In theory, reality A would be the baseline... And then there's false R/F...
