So, is this an outlier?

A human character in Star Wars dodging a blaster shot.

I don't think we should dismiss every feat where a non-Force-sensitive human dodges a blaster bolt as outlier. There is precedent for MHS reactions in non-Force-sensitive humans throughout Star Wars Canon. The Fetts are a nice example, as are some Death Watch members. And the Force Awakens novelization states that Poe Dameron has Microsecond reactions (which Kepekley once stated, in a conversation I had with him, would be High Hypersonic to Massively Hypersonic reactions).

What leads me to believe that this is unlikely to be mere outlier is that Enfys Nest clearly appears to be superhuman. I have ordered the Solo movie novel. It has yet to arrive. It'd be best to wait to make a final call on this until after I have read the book.

Okay. I trust Soldier Blue's sense of judgement.

So should this be applied then, and if so, to which characters?

I read the book. It doesn't go into too much detail regarding the fight between Enfys Nest and Tobias Becket.

Enfys Nest does appear to be superhuman. No doubt about that. But I don't know if that one blaster bolt dodge should be enough to grant her anything more than Superhuman reactions. There are also no statements or encounters we could use to scale her to non-Force-sensitive characters who do currently have MHS reactions.

If anyone makes a profile for her, I suppose "At least SuperHuman reactions" would do for now. And any existing profiles would be unaffected.
