Slowest* Character For Each Speed Level

Title is rather self-explanatory, save for when we delve into Infinite and Immeasurable, but hopefully I shall make this plain. I'm looking for the least impressive speeds for each level of said stat on this wiki. This doesn't necessarily always mean the flat-out numerically slowest, as someone such as Fullmetal Alchemist's Sloth can definitely qualify, given he only somewhat upscales from Bradley's near-baseline Hypersonic speed, and said speed causes Sloth to perception blitz himself. So yeah, what we're looking for here is total bum showings for each speed bracket, and this can apply to any category of speed.

As for the two "I"s which kinda break the idea of speed, we're looking for the most unimpressive showings possible, the ones that pretty much just qualify on technicality. For example: someone manages to cross an infinite 3D space? It took them thousands, millions, or even billions of years to do it. Someone can time hop through sheer speed? They can only accomplish it in very brief bursts, and/or can only time travel miniscule amounts. Or perhaps they can travel through time more freely, but the time they perceive as passing for themselves is far, far longer than the amount of time they've traveled through.

Immeasurable
1. Celerity 5 users (World of Darkness) (can move fast enough to supercede the progression of the plot itself, but only in very brief bursts that they perceive as a few seconds at most)

1. Enrico Pucci (can attain Infinite speed, but this requires a notable amount of build-up time, and he will only sustain this speed for a miniscule instant before the universe resets)

The speed of light has a similar situation as with infinite speed and immeasurable speed. The speed of light is an individual value rather than a range, so if a character scales below it, they get the "Relativistic+" rank, and if they scale above it, they get the "FTL" rank. In this thread, instead of ranking by actual speed, the speed of light would need to be ranked based on ease of access.

I did fail to mention SoL, my bad. In its case, I suggest we go by asterisk rules (such as a SoL character perception blitzing themselves, only being able to sustain it very briefly, or other such significant drawbacks)

Below Average Human: The Authority (The best you can say about him is he reached out for Will's hand; otherwise the crystal prison renders him outright immobile. Bear in mind that The Authority is the character that made me invent the Immobile speed rating for the wiki.))
High Hypersonic: Jashin-chan (Only accomplishes this speed through travel speed and Rage Power)

And if perceptions count...

Massively Hypersonic+: Jellyfish and the Portuguese Man-o-War (Nematocysts dart out of these creatures within 700 nanoseconds, but the actual speed of the nematocysts are much slower and don't even get me started on the fact that their travel is pretty freaking slow.)

Well, since inside out is on the wiki now, I'll go with the emotions, they're so tiny that I doubt many people are slower then them.
I think that depends on if you see those guys as mental or physical. Since emotions are a thought process, on a mental scale they should be comparable to literal neurons. However, if we treat them as physical entities, their speed would be hard to judge as we don't exactly have a good literal representation of their size.

Either way, I think they're fitting. I was assuming that they're much smaller than what humans can see with microscopes, since they live in a city-sized world and are minuscule in comparison to that 'city'.

I dunno that the caveats of travel speed and rage power are pathetic enough to put Jashin-chan on the shortlist of bums for that category tbh
