It depends on the timeframe/context (as per usual) this character did a similar feat to the one you mentioned and is high 6-A as result.
While this character instantly sliced the moon in half vertically and is 5-C as a result.
While I understand the formula it's still funny to me that semi or full on moon busters are usually rated lower than moon movers.
