With such small arrows I doubt the Skeleton can actually do enough damage to put down the skeletal dragon, and enchantments on weapons would have little to no effect on the Dragon considering it's magic resistances.

Skeletal dragon low-diffs this.

Witches resist magic and don't resist enchantments, so idk if those will be resisted by big skelly. Also depends what that bow is enchanted with; if it's flame then big skelly could be kinda screwed

Skeletons can tank the heat of the nether is hot enough to vaporize 1 m3 of water

If you mean the Skeletal Dragon from Overlord;

It scales above people who scale above people who have 9-A+ feats/scaling.

This seems like a decisive defeat or a stomp for the Skeleton, given the fact that all skeletons in Overlord are highly resistant to piercing weapons like arrows.
