No, no it doesn't. I've tried it in the game, the wiki doesn't state that it does, and the only thing the player can use to arts seal in the game is Melia's Mind Blast. Try it for yourself.

I have tried it for myself. It's an effect that only takes place sometimes, but it definitely happens.
