Regenerating from disabled brain functions without regenerating an already destroyed (literally) brain (or partially) shouldn't exceed Mid level regen, or that is how I see it.

So, what about something like this?

Regenerationn (Mid. Regenerated after having his nervous system destroyed. His Regenerationn works on a atomic level and can be used to rebind atoms together on a local level)

I think that it would be Mid if he had his brain destroyed, given that losing the brain is what makes decapitation lethal to begin with.
