Shoto Todoroki is many things, but...
...is not one of them.




When Shoto is described as "strong", he is EXPLICITLY described as having "excellent judgement, execution, mobility" and a Quirk that surpasses the likes of Izuku and the Pro Heroes, rather than having greater physical strength—powerful and skilled, but not physically superior.

Like, Shoto never engages in a physical confrontation with Izuku, maintaining his distance throughout the entire battle in order to capitalize on his long-range fighting style and because Izuku keeps him at a distance with his Delaware Smashes, meaning that Izuku has zero knowledge of his physical ability and, thus, nothing to reference when gauging his physical strength. The only time the two ever enter arms length is when Izuku blindsides Shoto and punches him in the stomach, throwing him across the arena. Izuku's remarks, logically, couldn't be in reference to his physical strength.

Unless further proof exists, Shoto has zero reason to scale to Izuku's physicals.

Wrong, before making the statement, Deku explicitly says "he is way more than just his Quirk" and then make a list of different things Shoto is also strong, meaning this statement has nothing to with his Quirk.

I don't understand this argument, Deku saying those things doesn't invalidate the following statement, in which he states that everything about Shoto is strong, everything would obviously include his physical stats.

The statement was made when Shoto resisted a point blank shockwave from Deku, and with Deku including physical stats like "mobility", it would further prove he was also including Shoto's physicality in this statement.

The spectators also contribute to this, saying that Shoto is stronger than most Pro Heroes only when he withstood that attack, and not when he launched a massive ice glacier the size of the stadium several chapters ago, or when he bombarded Deku with giant waves of ice.

Context is important here, they are not talking about his Quirk, your argument would have made sense only if he was stated to be stronger than Pro Heroes when he used his most powerful ice attacks.

Also... they said "stronger", not more "powerful", strength is a physical attribute, though I would have to check the raws to be sure.
