Shockwave (Michael Bay) vs Starscream (2007 DS Game).

Starscream has air superiority, higher AP (1.6x higher), and more summons but they're arguably weaker.
Shockwave has underground mobility with his Driller so he can avoid Starscream, higher skill considering he can fight Optimus, and the driller.

I'm probably going to give this to Shockwave just because using the driller, he's going to have to force Starscream into melee or at least onto the ground or else Starscream won't be able to do anything else considering Shockwave'll be hiding underground. Shockwave on the otherhand could always just pop out for a couple of seconds, take a couple of shots at Starscream in the air before going back underground. Doing that enough times would surely take him down. Starscream's summons are also arguably weaker than Shockwave and his driller, they're only about 1.2x stronger and got one shot everytime they were attacked so I doubt they'd be really helpful when the driller's multiple tendrils could probably take him out or at most his main body. If Starscream went into a melee or ground fight at all, he's probably doomed considering the driller could knock him down and finish him, Shockwave could just outskills him in melee, or he just gets gunned down by Shockwave.

Overall Shockwave takes this but it could prove challenging if Starscream summons a lot of drones to help him as Shockwave and the driller could be overwhelmed.
 
I just realized that while the Driller itself doesn't have a Profile, it technically has Summons of it's own so that could end up fighting fire with fire when they see Starscream spontaneously just cause the Drones to appear.
