No, chapter 22 of the Avesta Glossaries already gives the answer to this.

Moreover, the Throne System only covered 1 universe until the 4th Heaven. In fact, Mercurius is already said to come from a different universe not covered by the Throne System.

So basically it’s not part of the heaven. Muzan’s territory (second heaven) doesn’t go past a universe

Both the Satanael and the Muzan domains are highly managed universes without any degrees of freedom and without the possibility of expansion themselves. The creation of the Multiverse (the universe of other possibilities) is the result of the Satanael using time retrograde to cause the expansion of possibilities. I personally believe that this cannot be considered as a second heavenly period.
