the op doesnt specify that he has the gauntlets and they dont protect his legs, torso or any other part of his body just his hand and arms, so even if he had them his arms might not shatter but every thing else will.

alo the op says "both at full power", which for deku would be 100% full cowl, so yes it would be throughout his entire body.

There's no reason as to why he would use 100% right off the bat.

Shiki is also infinitely more versatile with his Ether Gear. Flight And changing the weight of the opponent for example.

The Multi City Block Level punch was a normal Gravity Punch in the first chapter, that's far from his actual strength. He has the Full Ether Gear form in which he would be far far stronger.

Deku has no resistance to Gravity Manipulation. He gets crushed to the ground just by staying somewhat close to Shiki, he collapsed an entire floor of a huge skyscraper just by standing still and doing nothing.

And I vote for Shiki because using 100% right off the bat is out of character for Deku.

Shiki can casually one shot him or crush him under his gravitational pressure.
