There's no scaling chain for either If them yet, so we gonna have to assume they atleast equal, until one of them transforms.

Both have God Ki and Power of Destruction so that evens out. Both are also prob equal in skill with maybe the FW taking it via being smarter. Where the Future Warrior edges it out is in versatility and with their Power Mimicry. While Sealas has absorbed peps like Goku Black, Cell, Frieza, and Hit, FW has trained with and gained the techniques of many more fighters afaik and they can copy any techniques they don't know from Sealas.
