Scaling in Yu-Gi-Oh

This may sound like a joke at first, but I'm being kinda serious here.

Shouldn't any monster with 3200 ATK or higher be at or above star level? I'm asking because Star Eater is star level on it's page, and it has 3200 ATK.
 
You know those Marvel books that rate characters power in categories from 1-7? They have 100 tons at peak lifting strength for most OP characters, have many MFTL+ characters at sound or something and would put a bunch of weaker characters above stronger ones. That's basically what you're suggesting is like. Also, what would that mean for characters that have 4,000 or something attack in Duel Monsters but only have planetary feats/scaling that looks like their limit. Fun question, but we can't scale like that.
 
The reason Star Eater is star level is because of his name. He is a star eater. The picture also shows it coming out of a star.
