I think it would be better if you at least explained the context of the scene.
Also write the name of the manga series and the chapter where this feat occur would have be nice too.

I know this scene. It's from Violence Jack, the final Chapter (Chapter 64). Satan's explaining after the end of Devilman, he recreated it. Jack further explains Satan has the same ability to warp reality as God. Jack also states that he (Jack) can resist Satan's warping to some extent because he rivals Satan in power once he remerges into Devilman

Being fair, while Satan several times says he created the universe, it's ambiguous whether he recreated the whole universe or just the Earth, with a lot more evidence for the planet.
Lady Jack says if he reawakens "Kanto, the world, Everything will turn back to dust". But then she and Jack say he's a being that can "destroy and recreate the world". They describe Satan as destroying the world at the end of Devilman. Then they state the Angels reverted the Earth back to the beginning of time with little to no mention of the rest of the universe. And the final fight is described as warping reality around the planet
