King's SI is very different from Sans'. King's is passive and doesn't require him to say anything to have King's engine SI them into being scared. Sans has to verbally speak to SI opponents and only SI's Frisk by appealing to them and describing the possible friendship they could have had if they had done a pacifist or neutral run in the past. In contrast, Sans knows nothing about Issac. what would he say to SI him?

That doesn't answer my question, "Do you know what SI even mean?" is pretty clear.
King SI even if it's Passive it's still bounded by the work of his reputation, if no one knew him then his SI shouldn't work (As it should be, by your logic).
