Beyond Sans Tk probably not being able to move him he probably loses. It's not like he can't win but if he is that stupid then he gets hit by stuff. Voting Sans here.

To be fair, he's not THAT stupid, rather the classic "Villain dooms themself by trying to draw out the hero's suffering". He also does poorly against anything that can catch him off guard so he just lose all of his chances when Sans starts using time stop.

Sans does use timestop after the fight has somewhat progressed so he can be one shotted before. Doubt it's gonna happen though.
