To be fair, he's not THAT stupid, rather the classic "Villain dooms themself by trying to draw out the hero's suffering". He also does poorly against anything that can catch him off guard so he just lose all of his chances when Sans starts using time stop.

Sans does use timestop after the fight has somewhat progressed so he can be one shotted before. Doubt it's gonna happen though.
