His precog only allows Relativistic reactions. Jack is Relativistic+ and Spider Man has been consistently bested by foes with speed comparable or greater than his. Jack wins.

With Speed Equalized, Spider Sense is rendered useless as it only works against foes faster than himself, and Jack definitely has a good deal of combat experience at this point, the Tuning Fork is able to create vibrations powerful enough to destroy Jack's Weaponry and even deal great damage to a wall, After looking through their gear and combat experience thoroughly, I'd say Jack outsmarts Spidey, Spidey has much better Gear, and Jack has much better combat experience and training, Spidey has better abilities, But Jack's Ancestral Power also helps Jack quite a bit, but I'd say that Spidey's different Webbings might give him the win (Specifically Taser, Acid, Cement, Ice, Magnetic, Flame) and his abilities (Web Swing, Web Tie, Web Shield, and Mark of Kaine is just brutal) Spidey's regular tactics such as using webbing on the face and limbs of the opponent would also definitely slow Jack down quite a bit, but that doesn't mean Jack can't put up a good fight against Spidey at all
