Yes. Since if the higher dimension is deemed smaller than an entire 4D construct then it doesn't really meet the criteria of being unreachable.
Unless there are some statement that the content of said pocket dimension within is far larger than the universe itself or statement that despite it appearing relatively small in the outside the content within is far too massive or unreachable even by the 4D construct it rest within
