Ryo Aragami 7-B upgrade (possibly higher)

So it’s told to us in the game that a younger Yamiko before she became the shadow empress was able to destroy an entire city.
The Shadow Empress Yamiko that Aragami encounters at the end of the game is obviously much stronger than her younger self.
Aragami was able to defeat the shadow empress yamiko and was also able to tank attacks from her.
Considering that a younger Yamiko was able to destroy an entire city and the shadow empress is stronger than she was when she was young and yet still lost to Aragami, this makes Aragami at least City lvl 7-B | possibly higher.

The thing is... do we know how large/big or dense the city is? Without that, this value can range from 8-B or even higher than 7-B, buuut even if we did how big the city is, that would be an outlier because all of the feats of Aragami are 9-C with the only exception being Hikaru's self-explosion that we consider 9-B at the moment...

Truth be told, while I was playing Aragami 2, I was thinking of downgranding Ryo to 9-C because we don't have any more 9-B feats. So it's a disagree.

Also, without proper scan, we don't even know if she destroyed the city in a single strike or overtime. If there's a chance of her destroying the city overtime, then she's not 7-B.

Destroying a city is not inherently City level, the names are an approximation. The actual value you'd use depend greatly upon methodology, timeframe, etc. As already mentioned, without some proper context, this isn't a solid feat by any means. Sorry.
