Rules regarding composite profiles?

So I'm really confused on this matter. Apparently we allow composite profiles for some characters and not for others?

For example, we have a Composite Link profile, but others like Composite Broly (Who also has a lot of appearances in various different media btw) have been rejected.

So what are the rules for making composite profiles?

Case by case. Composite spongebob (who has actual 2-C AP and durability from a video game) also got rejected

Spongebob looks the same as his videogame version and only has that 2-C AP, while Broly has 3-B to 2-B versions, different forms, attacks, abilities and now different incarnations with Super Broly

His 2-C in his show version isn't combat applicable and composite spongebob would include both comics and games
