Obito in Road To Ninja creates a parallel universe (at length), being the creation of not just one world, but an entire reality that took as its basis the Seishin Sekai, the dreams of Naruto and Sakura that became the reflection of the standard universe.
Yes, it was a physical world, Several times this was proven within the movie and external to it, being an alternate realities that they were transported to.

Road to Ninja is a movie that was supervised by Kishimoto in terms of script, design... Etc; of Kishimoto, therefore, the creation of the mechanics are from the creator himself that gives continuity to the manga, following the same logic of the movie. Databook 4 has official information of the series, so if the movie has relevance in being in the same information that is canonical, it means that the movie itself is canonical, so much so that an oneshot is created in continuity with the movie.
