RPG characters and the map size

In many role-playing games, the player's sprite's size does not change while the map's proportion changes. (For example, the player's sprite's size does not change no matter if you are inside a house or outside the house. But if considering the size based on player's sprite, the inside would be often much bigger than the same house outside) When we calculate the size for further calculating purpose, which map should we consider as legit?
 
It's an rpg, sure it most have something; alternatively, one can always eye-ball (within the reasonable).
 
Yeah, we should avoid pixel scaling in most RPGs and retro style video games for that matter given how cartoony and out of place the dimensions tend to get. But if there's no other choice, I would usually prefer scaling how large something is on the inside as opposed to the outside due to how more realistic it is there.
