Rowena has grown extremely powerful, she is so powerful that she is killing Lower tier reapers Reapers (a higher tier Reaper like Jessica implied she could kill her) by Incinerating them, she's also changing people's fates by killing them before they are supposed to die, which conventionally cannot be done.
Had Rowena continued to do so, she would have "Thrown off Fate. The Whole greater Machinery of Death". Here's the basic effect of that; "Have you ever heard of the Butterfly effect. If just one person dies before their time, a lot of things that were supposed to happen don't. The ripple effect of just one early death can effect hundreds of lives, and changing their fates changes even more fates until it becomes sincerely unfortunate". Had it continued even longer they would have had to "hit the reset button", which is a mass cotastrophy, the black plague for instance.
Rowena can also see Reapers when the go invisible, has Astral Projection, her Telekinesis is so advanced she can stop Witch Killing Bullets, which is virtually impossible for normal Witches, and she can make people fall asleep.
It probably doesn't scale to Magnus, as she decribes herself as "invincible" and has done stuff normal magic users haven't even shown to do.
Rowena was also shown to restrain Lucifer for a long period of time, though he broke out when powering himself with anger. Said Lucifer was weakened, but he still killed a group of angels after this, and that's without rage. Rowena can also open rifts with spells.
