The character in question is city level and is rated at supersonic. For reference with that speed they could run the entire perimeter of Australia in just over a day. While the statement is likely legitimate, or at least it could be believed, the character's tier and speed means that they could accomplish it without to much difficulty.
So I'm not seeing any upgrades from this.
As for intelligence stuff it needs looked over. Some characters have legitimate examples of being geniuses or doing dumb fiction tech, but a lot are just vaguely smart.

Yo, we can continue this now.
1.Yukari intelligence;
- At the age of 11, she should have been in primary school, but she passes high school and ranks 1st in university exams.
- It was stated she genius.
- She grasped the grand barrier made by the dark lords, calculated how much of her power had fallen, and thought that the grand barrier could be restored with demonic energy.
- There is a magical token she invented that makes people honest with them, and also she states that she is a genius.
- She immediately recognized the fake Tsukune's fake.
- She made magical sugars that could physically grow them.
- She made a magic item to convey the true feelings of people, and at its maximum power, the item can also change personalities. It was praised by Fang Fang as the best invention of the century.
- There's an legendary problem that only she and Moka can solve at school.
2.I want to make minor additions for some characters;
- Overhelming Aura for Touhou.
- Duplication for Mizore.
- Sealing for Ruby.
- Mid-Low regeneration for Kurumu

Yeah every linked calc is Tier 9 or 8-C.
