Rock Lee minor speed revisions

Rock Lee's part 2 key should have Sub-Relativistic with the 1st gate, no reason why he shouldn't have it, that's one of his signature techniques and is listed of his Part 1 speed key but not Part 2 for some reason.. That's really it.

Maybe because his First Key JUST got revised thanks to Slayer and Tracer not even a couple weeks ago

I forgot about the upcoming P2 revisions. But this has been a problem for a long time tbh.

I'm fine with putting this on hold for now.

It's just like Nierre said.
You'd be hard pressed to find a single correct or decent speed rating/description for a Part II character lol. They're literally all terrible. But that's why we're currently working on them. It'd be very impractical for us to handle each issue in separate threads. We'd be here forever lmao.

But yeah, obviously Lee should get a separate speed rating for his Gates.
