Rock Lee lifting strength

Beginning of series Rock Lee was strong enough to easily move around with extremely heavy weights attached to his legs. These weights were heavy enough to completely shatter the ground and create a large crater, just by dropping it. And Lee was still fast enough to blitz Sasuke and Naruto with these weights on. So why is he only Class 10?
