She's rated as, "At least High 4-C, possibly 3-A" and her speed rating lines up but she'd be Massively FTL+ regardless but the format lines up with her tier. And the rating seems to apply to her regardless of whether she transformed or not.

I don’t recall her doing anything with base power, she might just be better off left as unknown with High 4-C/ possibly 3-A and MFTL+ with her transformations.
