Revy (Black Lagoon) vs The Courier (Fallout New Vegas)

Courier still has rapid fire plasma weapons amd infamous Halo Rifle.

The Courier still has all of his (or her, depending) other best equipment, yeah? The Courier's plenty durable enough to take really just about anything Revy throws his way, then, and while he's probably outpaced by a good bit normally, he should be able to tag him with any number of traps/weapon combos available to him or failing that with V.A.T.S in close combat. My vote goes to The Courier.

The Courier, with all their equipment and skill, would most likely defeat Revy pretty soundly in a straight fight. She doesn't really have anything potent enough to kill him/her quickly, and she can't really take his return fire without armour.

So, I'm going for The Courier, despite how much I like Revy.
