Hit adapted to be fast enough to tag a held back Jiren, who is far faster than base Dyspo. Maximum Light Speed Mode doesn't seem to amp much AP either. Even assuming that Dyspo is still faster and stronger, Hit has already figured out Dyspo's fighting technique, so he should be able to improve enough to overcome Dyspo in the space of a battle, especially with access to his killing techniques.
