Fortverse expert here and did some background research on the Pokemon verse by reading the entire manga, I made a match up like this earlier with Reiji vs Dialga and I think the outcome is the same, either it can be inconclusive or Arceus having the slight edge.

Reasons:

Reiji's conceptual attacks while powerful would most likely not be able to bust past Arceus' acasuality. Reiji,however could get past that if he treated acasuality as a concept subjecting him to something like Jin's Arcadia Jinx which that conceptual manipulation forces Reiji's attack to connect first. Given Reiji's keen intellect, he would be smart enough to treat Acasuality as a mere concept enabling him to force his casuality manipulation on Arceus.

Arceus' resistances are futile against Reiji because in Kandez Fermata, Reiji receives a major upgrade to his abilities and that is he has the ability to bypass immunities to his attacks. Hence in a scenerio like this, Arceus would then have to feel the full effects of Reiji's Da Capo Zero.

Intelligence wise, it can be argued that both Reiji and Arceus are equal because Reiji becomes the embodiement of the entire Fortverse in the end of Ragnarok and similiar reasoning applies to Arceus. Hence as stated earlier, Reiji can easily create a concept such as "Acasual beings are now acasual" and subject him to his reality warping.

On Arceus' attack negation, that does not apply to Reiji since he fought a way worse opponent via Rogue's Akashic Record which pernamently nullifies the opponent's abilities.

Verdict: Arceus takes slight edge or Inconclusive unless Reiji can create a concept that subjects Acasual beings to casuality manipulation.
