The Dangai is just layers of time compressed onto a space while being it's own time and space separate from the other worlds.
To actually be 2-C you must affect an universal ranged time and space.

It's simmilar to Pocket Reality Manipulation rather than creating a universe. Of course if the pocket reality itself is universal in size then 2C.
