If a character who is a living concept is able to regenerate after being erased in a way that would require Mid-Godly regeneration from a normal character, is that automatically High-Godly regeneration (i.e. regeneration from conceptual erasure) since the character is a concept?

Yep. It's similar to how we assume someone that only exists as a mind/soul without a physical body gets MGR upon regenerating from the destruction of that mind/soul, even though they don't even have a physical body.
