Remember the fight between beerus vs ssj3 goku. Goku was easily no diffd by beerus's chop and goku at that time was atleast in the Solar System+ range.
After BOG, base goku took a hit from beerus's tail and was NOT no diffd by it. It was even stated that beerus doesnt restrain his power when his sleeping. So goku took a pretty strong blow and lived. They also took a few other hits from beerus even surving his Purple ki attack.
This proves that their base and ssj got some sort of a major boost even if its not at a level of a ssg.
That means base and ssj1 are far beyond Pre god ssj3 goku. And by scaling that puts them atleast solar system level+. And this was before whis's training.
Now imagine how strong they got after whis's training and 3 years in the hyperbolic time chamber. And the zenkai boost goku probably got from almost dieing from that laser shot(i know zenkai boost are outdated).
also Goku's base and ssj forms were only boosted by the god ki. It didnt suddenly change the nature of his ki. Their ki is still normal but now its ridiculously high. Their ki only changes when they enter their god forms.
Now shouldnt all the U6 fighters like Frost, Magetta, Cabbe and maybe Botama be scaled to pre god Ssj 3 Goku.
