Regarding how we treat Layered Hax

If character A's hax is stated to be stronger than B'hax, does it give a layer of hax even without feats of A capable of bypassing C who could resist B'hax?
 
Typically no, just because your hax's are above another's doesn't innately mean your hax's have a higher layer comparative to their hax's, you can have a stronger hax then another but still occupy the same level of "layerness" to their weaker hax if that makes any sense.

It's similar to how being stronger than someone else doesn't mean you can instantly overpower them in a fight, yes you're stronger then them but they're still comparable enough that they wouldn't be instantly overpowered, similar to how having a stronger hax then someone else doesn't mean you can instantly bypass someone's resistances to that weaker hax.

Now if you have a statement which directly states or heavily implies that the character with the stronger hax can bypass the resistances of the character with the weaker hax's or a character who resisted the weaker hax's than that can be used to scale layering. Verses like D.Gray-Man do this with their Akuma layer scaling.
