Does time manipulation, time stop or anything that makes time freeze to a point allow the user to fight somewhat on par with an opponent with infinite speed? If so, what would be the opponent's capability in speed within stilled time while fighting the manipulator who is also able to move in zero seconds? (I hope this isn't a repetitive question)
I can't really understand Immeasurable speed note 5. By cases and additional, independent, speed rating, those mean what exactly?
And through the idea of Immeasurable speed, time manipulation doesn't have much of an effect right? Or it still does?
