Well is simple, they usually are said to warp reality and such, or cause reality distortions.
Both of those depends on the characters and verse, you can have time manipulation and lose to someone with fire manipulation because you time control is limited to just slowing it in half while the enemy can create fire inside of you

Most are simply stated to be able to affect and bend or manipulate reallity.
This depends on the verse and level of manipulation.

It can be regarded as flowery language (depending on context) but as long as there is enough proof or context to assume it really is a reallity and not flowery language then yes.
