I'm not sure if it falls under Chi Manipulation or Energy manipulation or maybe both

I think energy manipulation suits it the best because chi is the energy that the fighter has within, while the energy Dowan is using is coming from the system. I think this would work better.

Makes sense, the system window popping up in front of dowan that only he can see can also be used as evidence.

Isn't that more like a pocket reality the system created? We don't know if this was an illusion Dowan was seeing while anyone else around could see him acting like a madman or a pocket dimention like the one the black lock creates.
