Isn't context dependant and CbC? There's plenty of verses with dream universes/worlds that are treated as "real" yet it's only tier 2 at best OR even if dreams are treated as fictional within verse (similar to IRL) without explicit context it won't grant any tier.

If a universe is so insignificant to you that you see it as just a dream, you are seeing it as fiction, because thoughts are fictional compared to you.
